CAS and NAVs are extremely destructive and, just like in real life, players have to consider aircraft range, bases, etc. However when it comes to fighter-NAV interaction, or fighter-bomber interaction, the incentive is the same as real life. this is relatively arbitrary - it's the reason why people will build purely fighters and nothing else, or can, at least, which while protecting from bombing like IRL is not necessarily being done to allow the player to bomb the enemy. Hoi4 fighters, at least according to game stats, have no ground attack capabilities, and simply being able to fly over the enemy without being shot down isn't enough to give the IRL equivalent of the massive air inferiority maluses you get in-game. Just as an example, having air superiority alone be enough to turn the tide of a land war is not done particularly naturally, but rather arbitrarily. they should be encouraged "naturally." the incentive to use them should be similar to the real life incentive to use them.
